当今经济发展和环境保护及其发展关系已经进入了一个新时代。经济全球化和环境全球化是全球化的两个不同的侧面，构成世界环境与发展不可分割的统一体。因此，贸易与环境问题受到国际社会各国政府及人民的高度关注，成为国际政治、经济领域的焦点问题之一。事实证明，外贸如果想可持续发展必须要有良好的绿色贸易战略作为依据，特别像黑龙江省这样贸易势头良好、贸易潜力巨大、资源并未完全开发的地区，更需要通过建立绿色外贸战略来为该地区贸易发展创造良好、优越的条件。但黑龙江省巨大的潜力和资源并没有完全开发成为优秀的绿色外贸当中。原因在于还没有彻底认识到绿色外贸的重要性和没有建立合理有效的绿色外贸战略。入世与我国振兴东北老工业基地政策给予了黑龙江省外贸发展前所未有的机遇，但同时也对黑龙江省现有的外贸进行了挑战。在好的机遇下，应把挑战作为推动力，积极发展黑龙江省可持续发展外贸来促进整个省份经济的腾飞。 绿色外贸战略作为黑龙江省可持续发展战略的最佳选择，是我国可持续发展战略的重要组成部分。在国际市场处于劣势地位的发展中国家必须迎接绿色经济的挑战，采取有效的绿色外贸战略，在保护自身正当权益的同时，使本国发展顺应可持续发展的历史潮流。

Economic globalization and environmental globalization are two sides of the globalization, and they are form inalienable entity of environment and development of the world. So, the international society, government of each country and peoples pay more and more attention on it. Finally, trade and environment gradually become the focus of international politic and economy. It proved by facts, that sustainable development of foreign trade must take stand on the strategic of green foreign trade, especially to Heilongjiang province, which has a good potential head of foreign trade and belongs to undeveloped resource area. So to the Heilongjiang province, it’s really needed to create preferable condition to develop its green foreign trade. Green foreign trade is the best choice to Heilongjiang sustainable development of foreign trade. Also it is an important component part of Chinese sustainable developmental strategic. Environment and natural resource protection is the core of international green foreign trade. The developing countries in the inferior position must meet the challenge of green economy.
