党的二十大报告提出坚持安全第一、预防为主,建立大安全大应急框架,完善公共安全体系,推动公共安全治理模式向事前预防转型,提高防灾减灾救灾和重大突发公共事件处置保障能力,加强国家区域应急力量建设。近年来,由于全球气候的极端变化以及我国城镇化进程的快速推进,县域地区因强降水而引发的洪涝灾害频发,并呈现出上升趋势。这一现象不仅对社会经济的稳定发展构成严重威胁,更对人民群众的生命财产安全及城市的可持续发展造成深远影响。然而,目前学术界关于洪涝灾害应急管理的研究多聚焦于宏观层面或大型灾害的应急管理,针对中小县级城市的应急管理研究尚显不足。 本文对此次“卡努”强台风引发洪涝灾害为研究对象,运用张海波“6+1”应急管理理论,采用文献分析法、访谈法、案例分析法等多种研究方法,理论结合实践,对W县洪涝灾害应急管理中存在的问题及对策展开研究,指出目前W县应急管理洪涝灾害存在的防汛应急预案编制质量不高,风险识别评估机制匮乏,应急安全教育宣传力度以及应急小组应急应对能力不强,心理恢复及学习反思总结不到位,监测网络化建设不健全等问题,通过借助理论进行原因分析,提出提高防汛应急预案质量,建立风险识别评估机制,加大应急安全教育宣传力度,提升应急小组应急应对能力,落实推动灾后心理恢复工作,培养应急学习反思能力,完善应急监测网络建设等对策,以期为W县洪涝灾害应急管理的优化贡献一份力量,并对国内其他地区提供借鉴意义。 |

The report to the 20th National Congress of the Communist Party of China proposed to put safety first and prevention first, establish a framework for major security and emergency response, improve the public security system, promote the transformation of the public security governance model to prevention in advance, improve the ability to prevent and mitigate disaster relief and handle major public emergencies, and strengthen the building of national and regional emergency response forces. In recent years, due to the extreme change of global climate and the rapid advancement of urbanization in China, flooding disasters caused by heavy precipitation occur frequently in county areas and show an upward trend. This phenomenon not only poses a serious threat to the stable development of social economy, but also has a far-reaching impact on the safety of people's lives and property and the sustainable development of cities. However, the current academic research on flood disaster emergency management mostly focuses on macro-level or large-scale disaster emergency management, and the research on emergency management of small and medium-sized county-level cities is still insufficient. This paper takes the flood disaster caused by the strong typhoon "Kanu" as the research object, applies Zhang Haibo's "6+1" emergency management theory, adopts various research methods such as literature analysis, interview method and case analysis method, and combines theory with practice to study the existing problems and countermeasures of flood disaster emergency management in W County. It is pointed out that the current problems in the emergency management of flood disaster in W County, such as the poor quality of the preparation of flood prevention emergency plans, the lack of risk identification and evaluation mechanism, the intensity of emergency safety education and publicity, the weak emergency response ability of the emergency team, the inadequate psychological recovery and learning reflection and summary, and the imperfect construction of monitoring network, are analyzed by means of theories. It is proposed to improve the quality of flood prevention emergency plans, establish a risk identification and evaluation mechanism, strengthen emergency safety education and publicity, improve the emergency response ability of emergency response teams, implement and promote the psychological recovery after disasters, cultivate the ability to learn and reflect on emergencies, improve the construction of emergency monitoring networks and other countermeasures, so as to contribute to the optimization of flood emergency management in W County. And provide reference for other areas of the country. |
