当前，吉林省作为农业大省，受到二元经济结构、户籍政策等因素的影响，流入农民公共管理逐步成为社会治理重点工作，能否保证流入农民得到妥善的社会管理，关系到整个社会是否和谐与稳定。本文以吉林省龙井市内流入农民为研究对象，运用新公共服务理论、社会治理理论，通过文献梳理、实地考察、调查问卷和深入访谈等方式收集资料，对流入农民当前社会管理现状及其影响因素进行实证研究。本文对小城市流入农民管理进行研究，不仅有助于理解这一群体在城市化进程中的角色和需求，而且对于构建和谐的城乡关系、推动区域均衡发展、实现社会公平正义具有重要的现实意义。

本文以龙井市流入农民管理现状及对策研究为研究方向，总结分析该市在城镇化快速推进下，面对流入农民的不断增加，如何科学认识与管理好流入农民，做好流入农民管理相关工作，协调流入农民与社会、经济的发展难题。总结归纳该地在流入农民管理上存在的问题，一是管理机制上模式老旧、机制束缚不健全，导致农民权益受损；二是社会经济管理上农业生产成本过高、随迁子女教育资源配置不均衡，服务不够完善，流入农民生活压力大；三是社会融入管理压力大、技能培训少、流入农民今后留在当地意愿不强，流入农民归属感低等情况，揭示了当前管理体系中存在的不足，并在此基础上围绕流入农民协同管理机制、社会服务管理、社会融入管理三个方面构建了一套更为有效的流入农民管理策略框架，旨在大力解决当前存在的流入农民管理问题，实现全市人口管理的高水平发展。

At present, Jilin Province, as a major agricultural province, is affected by the dual economic structure, registered residence policy and other factors. The public management of migrant farmers has gradually become the focus of social governance. Whether the migrant farmers can be properly managed or not is related to the harmony and stability of the whole society. This article takes the inflow farmers in Longjing City, Jilin Province as the research object, and uses the new public service theory and social governance theory to collect data through literature review, field investigation, survey questionnaires, and in-depth interviews. It conducts empirical research on the current social management status and influencing factors of inflow farmers. This article studies the management of migrant workers in small cities, which not only helps to understand the role and needs of this group in the urbanization process, but also has important practical significance for building harmonious urban-rural relations, promoting regional balanced development, and achieving social equity and justice.

This paper takes the current situation and countermeasures of the management of the inflow of farmers in Longjing City as the research direction, summarizes and analyzes how to scientifically understand and manage the inflow of farmers, do a good job in the management of the inflow of farmers, and coordinate the problems of the inflow of farmers and social and economic development in the face of the continuous increase of the inflow of farmers in Longjing city under the rapid promotion of urbanization. Summarize and summarize the problems existing in the management of inflow of farmers in this area. First, the management mechanism is old and the mechanism is not perfect, which leads to the damage of farmers' rights and interests; The second is the high cost of agricultural production in social and economic management, the unbalanced allocation of education resources for the children of the migrant, the imperfect service, and the pressure of flowing into the life of farmers; Third, the pressure of social integration management, the lack of skills training, the lack of willingness of the inflow farmers to stay in the local area in the future, and the low sense of belonging of the inflow farmers reveal the shortcomings of the current management system. On this basis, a more effective strategic framework for the inflow of farmers management is built around the three aspects of the inflow of farmers collaborative management mechanism, social service management and social integration management. The aim is to vigorously solve the current problem of the inflow of farmers management and achieve a high level of development of the city's population management.
